RP needs builder, peace-maker president

The socio-economic woes, back-to-back calamities and other problems besetting the country today call for a builder and a peace-maker who can steer the nation towards unity and progress.
As the nation draws near the national elections next year, Gov. Rodolfo Del Rosario said the country needs a new president who possesses the right qualifications to unite the country and direct its course towards advancement amid the ravages of calamities.
In his key note address during the 4th Mindanao Geographical Conference of the Philippine Association of Local Government Accountants (PhALGA) in Davao City, Del Rosario pointed out the government’s gargantuan task of rehabilitating and reconstructing Luzon.
He cited official estimates putting at least P30 billion that are needed to rehabilitate the damaged areas.
According to him, this is the most challenging and most stressful time in the country’s economic history, reminiscent of the 1997 Asian financial crisis which punctuated the economic boom that the country was experiencing then.
The governor said the deadly tropical storms that recently hit the country are also expected to punctuate the present cycle of economic boom under the exiting Arroyo administration.
However, Del Rosario stressed the crisis today is not financial but infrastructure in nature that should have been confronted long before the environmental tragedy.
He cited the long delayed implementation of crucial infrastructure projects such as the construction of Parañaque spillway and dredging plants for Laguna Lake, and the rivers of Pasig, Marikina and San Juan, as well as the proposed building of more dams, which could have significantly prevented the massive flooding of Metro Manila. 
With these hard realities the Filipinos are facing today, what the country needs, he said, is “a man who can handle this formidable challenge of rehabilitation and reconstruction.”
The local chief executive congratulated PhALGA for continuously strengthening its ranks in discharging their duties vested by law better in order to safeguard every centavo of public coffers.
Formed only in 2004, PhALGA is an association of provincial, city, and municipal government accountants all over the country and is an accredited CPA Provider by the Philippine Institute of Certified Public Accountants (PICPA).
