During the Panagtagbo event Capt. Voltaire S. Engracia PN (Ret.) was introduced as the person assigned to handle the Bantay Bukid volunteers.
All the reports of the Bantay Bukid volunteers will be submitted to him. He is assigned to enforce the Watershed Code of Davao City.
“I am the representative of Davao City to enforce the watershed code and to protect the forest” he said during an interview on the sideline of the event on November 21, Tuesday.
He said that he will give focus on the implementation of the watershed in the second and third district.
“ We are going to expand on the second district until ma cover namin lahat , kasi we need to preserve the future generation natin. Maka pag dating ng panahon wala na sila makita,” he said.
“Affected talaga tayo, itong mga flash flood natin ngayon, this is because of the watershed being destroyed,” he added.
He was installed in the position on the same day. He gave the volunteers a copy of the Implementing Rules and Regulation of the watershed code for them to understand their roles as forest guard.
“We will start from there, when they return to the area, they should give a copy to their community, to the company that operates in the area, so that if we implement it we will see the violations then we will follow up,” said Engracia.
These volunteers are from the area of the watersheds. They will be trained to be equipped with knowledge so that they can intelligently enforce the law.
He said he expects to have a more effective implementation of the watershed code and to conduct patrols and enforcement.
Davao City has eight watersheds and these should be protected. As of now, only the third district has Bantay Bukid volunteers and whose areas cover the Davao River, Panigan-Tamugan river and Talomo- Lipadas river.
The Lasang, Paquibato and Bunawan areas still do not have Bantay Bukid Volunteers.
