EDITORIAL: Of connectivity and electoral integrity

As the May 12 elections draw near, the deployment of advanced technologies like Starlink satellite connectivity systems offers a groundbreaking opportunity to ensure real-time transmission of election results, particularly in remote and underserved areas. However, the concerns raised by the Archdiocesan Citizens Engagement Committee of Davao-Parish Pastoral Council for Responsible Voting (ACE-COM-PPCRV) underscore critical issues that must be addressed to uphold the integrity of the electoral process.

Starlink, developed by SpaceX, is a state-of-the-art satellite internet system that employs a constellation of low Earth orbit (LEO) satellites to deliver high-speed, low-latency broadband connectivity. Unlike traditional satellite services that rely on geostationary satellites positioned much farther from Earth, Starlink’s satellites orbit closer, at approximately 550 km, enabling faster and more responsive internet access. This technology is particularly advantageous for geographically isolated and disadvantaged areas (GIDAs), where conventional infrastructure is often unavailable. Yet, the equitable deployment of this technology remains a pressing concern.

ACE-COM-PPCRV, recognized as the official election watchdog in Davao City, has called for greater transparency in the predeployment process of Starlink devices. Their appeal highlights the need for clear allocation criteria and implementation timelines to ensure that connectivity infrastructure is deployed equitably and without undue delay. Reports indicating that several GIDA communities in Davao City and the wider Davao Region still lack reliable communication infrastructure are deeply troubling. The disenfranchisement of voters in these areas due to poor or absent connectivity is not merely a logistical issue—it is a matter of justice.

The Commission on Elections (COMELEC) and relevant authorities must act decisively to address these concerns. Publishing a comprehensive list of GIDA areas covered and uncovered, as urged by ACE-COM-PPCRV, would be a vital step toward transparency and accountability. Additionally, securing additional Starlink devices or viable alternatives for unserved zones is imperative to ensure that no community is left behind.

Every vote counts, and every voter matters, regardless of geography. The integrity of the electoral process depends on the collective efforts of stakeholders, including civil society, local government units, and the faith community. By working together to bridge the connectivity gap, we can uphold the democratic principle that every voice deserves to be heard.

To the COMELEC: We urge you to act with urgency and transparency in addressing the connectivity challenges faced by GIDA communities. Ensure that the deployment of Starlink devices and similar technologies is fair, timely, and inclusive. Your leadership in this matter is crucial to preserving the credibility of the electoral process.

To the electorate: Let us remain vigilant and proactive in safeguarding our democracy. Support efforts to ensure that every voter, regardless of location, has the opportunity to participate in the elections. Engage with local leaders, advocate for transparency, and hold institutions accountable. Together, we can make a difference.
