Mayor Sara Duterte-Carpio admitted there are errors in the enforcement of guidelines among law enforcers on the ground and told the legal division of the Davao City Police Office (DCPO) to read and compare the issued omnibus guidelines vis a vis Executive Orders (EOs).
“Clear ang policy and guide sa EO but there is an error pag-abot sa enforcement. So we will take this up again ang pag-enforce sa ground with DCPO kinahanglan their legal division should read first the omnibus guidelines and EOs ug unsaon niya pagtandi ang duha and then explain it properly sa ilahang personnel,” the mayor said in a live broadcast on Monday.
The mayor made the admission after complaints on the implementation as it conflicted statements the mayor announced. Among the complaints were checkpoints personnel requiring other documents aside from the Food and Medicine (FM) pass and IDs.
There were also reports that bikers were turned away at the checkpoints as personnel deployed at the checkpoints do not recognize proofs of travelled distance and time using cycling app like Strava. The city government of Davao has imposed a two-hour biking policy to avoid mass gathering.
Based on the Inter-Agency Task Force (IATF) Omnibus Guidelines on General Community Quarantine (GCQ) Section 4: non-contact sports and other exercise such as not limiting to jogging, walking, swimming, badminton, equestrian, shooting are allowed.
“Allowed po ang biking na buhaton since dugay nata ga-implement ani. Makita nato nga duna’y dili na siya nahimong exercise para sa uban but nahimo man siyang group together and pagtapok sa mga amigo to do that non-contact sports exercise atoa ni siyang gi-limit to two hours as a form of exercise,” the mayor said.
Mayor Sara said she will remind the DCPO to enforce the policies based on the policies and guidelines issued.
“Wala man confusion as to the guide kay klaro man ang guide ug clear man ang executive order. It seems that there is an error in the implementation on the ground. We will remind the DCPO to read the omnibus guide and kung duna sila’y mga kinahanglan guide to further the implementation,” she said.
