The passage of the Executive Order (EO) No. 45 strengthens Mayor Sara Duterte-Carpio’s recent order mandating all city hall employees to get vaccinated otherwise their contract will not be renewed.
EO No. 45 Series of 2021 or “an order mandating the vaccination of all city government of Davao plantilla, job order, contract of service, and volunteers for Covid-19 and stipulating sanctions for the refusal of such” was released on Thursday.
The EO ordered department heads and chiefs-of-offices, through their respective administrative officers, to ensure that all personnel assigned in their offices are fully vaccinated on or before November 30, 2021.
Section 3 (sanctions for refusal to get vaccinated) stated that a personnel who refuses to get inoculated with the Covid-19 vaccine shall be meted with the following sanctions: plantilla personnel shall be held administratively liable for insubordination and shall be penalized by suspension of one month and one day to six months for the first offense; and dismissal from the service for the second offense, pursuant to Section 50 (d) of the 20I7 Rules on Administrative Cases in the Civil Service (2017 RACCS).
It is also stated that the city government of Davao shall prioritize the hiring of job order, contract of service, and volunteers who are fully vaccinated.
Section 4 stated that a personnel may be exempted from the mandatory Covid-19 vaccination if his/her name is endorsed by the Vaccine Cluster head to Human Resource Management Office (HRMO) as exempted due to medical reason that is listed as a contraindication in all the available vaccines.
Earlier this month, Mayor Sara has ordered to make vaccination mandatory among city hall employees including job orders and contract of services by December 31, 2021, or their contracts would not be renewed next year.
The mayor has been urging the Dabawenyos to get vaccinated as protection against the ill effects of Covid-19.
