
The Davao City Transport and Traffic Management Office (CTTMO) has commenced its information dissemination to bicycle owners to register their bikes ahead and not wait for its implementation to avoid penalties.
This after the city government of Davao issued an advisory on Wednesday requiring owners to register their bicycles and light mobility vehicles. This conforms to Ordinance No 0782-21, Series of 2012 or an Ordinance Amending Ordinance No. 0334-12, series of 2012, otherwise known as the “Comprehensive Transport and Traffic Code of Davao City” in conformity with the Amended Bicycle and Light Mobility Vehicle Ordinance of Davao City”
Dionisio Abude Jr., chief of CTTMO, gave the details of the prohibited acts and penalties to be imposed for the bikers and cyclists violating traffic rules and requirements.
Abude cited behaviors that bikers are prohibited to do: overloading and back riding.
Based on the ordinance on rider capacity – bicycles and LMVs shall be allowed only for the capacity for which it is made.
“Dili ka puwede mu-back ride, naay bike nga ang design duha, kung matagaan to ug rehistro allowed to siya,” Abude said.
Abude said a cyclist must not cling to another vehicle.
“Naa man uban hawod kaayo wala sila kabalo nga gamay lang sipyat mu semplang,” he said.
Other prohibited acts include no biking on pedestrian lanes and sidewalks and bikers are not allowed to counter flow.
“Mag cause gyud na sila ug danger kung wala sila sa bike lanes. Mao bitaw nangayo sila ug bike lane para safety sila unya mugawas na nuon sila, murag dunay problema na. Mao bitaw during orientaiton atong gipaabot sa ilaha ang ilahang responsbility, duties, ug rights nila dinha sa bike lane ug unsa pud ang dapat nila buhaton. Magtinabangay ta nga mu-follow ta sa traffic regulations bahin aning bike lanes para wala tay problema,” Abude said.
He said the police are authorized to flag down bikers/cyclists doing these prohibited acts because these are dangerous not only for themselves but for other motorists.
A penalty of P100 will be imposed for the following violations: non-registration, failure to renew the registration, no registration sticker attached to the steering wheel, incomplete complacency to minimum safety requirements (helmet, reflectorize etc.), and failure to follow traffic laws.
“As of now nagsugod na atong massive campaign nga magpa rehistro na sila sa ilang bisikleta. Magpatawag ko unsay progress after one month before mag declare kung kanus-a mag start ang implementation. Naa ta’y timetable ani pero dapat magpa rehistro na sila,” Abude said.
Meanwhile, an orientation has been conducted among the barangay captains in 182 barangays on three occasions since October 18, 2022.
According to the ordinance, owners must register bicycles in the barangay where they are residing.
“Wala pa kami data karon kung pila na ang na rehistro karon sa matag barangay kay sumala sa ordinance ang barangay kung asa tong nanag-iya ng bisikleta ug residente sa barangay didto sila mismo magpa rehistro sa ilang barangay,” Abude said.
The barangay in coordination with the CTTMO will submit the data to the CTTMO quarterly.
“Para masubay namo ang progress sa registration,” he said.
