Some fire victims are coastal road project right of way payees

The City Social Welfare and Development Office (CSWDO) continues the evaluation of the victims of the recent huge fire as some owners of the houses gutted were already compensated by the Department of Public Works and Highways (DPWH) after being displaced by the Davao Coastal Road Project road right of way (ROW).

Davao City Disaster Risks Reduction Management Office (CDRRMO) chief Alfredo Baloran disclosed on Wednesday that these owners already received the payment from DPWH, however, still haven’t left their respective houses.

“Naay ongoing pa nga validation ang CSWDO kay accordingly naa nay mga balay dinha nga gipangbayaran sa DPWH for the coastal road project. Gibayran na sila sa DPWH pero wala nanghawa unya ang kuwarta na gibayad sa DPWH para magamit unta nila sa ilang relocation ilang gi-renovate sa ilang balay nga dapat muhawa na sila kay gibayran na sila kay maigo sila sa project. Adunay mga evaluations pa ginahimo karon ug iagi pa seguro ug legal kay pareho anang gipahawa na pero naa gihapon sila dinha pero nabayran na,” Baloran said over Davao City Disaster Radio (DCDR) on Wednesday.

The 17.352-kilometer coastal road project stretches from Jct. Bago (south), Jct. Talomo, Matina Aplaya, Roxas Avenue to Sta. Ana Wharf toward R. Castillo Avenue (north) and is divided into four segments: Segment A – Bago Aplaya Times Beach, 7.620 kilometers; Segment B – Times Beach – Roxas Avenue, 4.557 kilometers; Segment C- Roxas Avenue-Sta. Ana Wharf Road, 2.026; and Segment D – Sta. Ana Wharf Road – Alcantara, R. Castillo, 3.149 kilometers.

Based on the report of the Bureau of Fire Protection-Davao (BFP-Davao) there are 1,200 houses destroyed by the fire that started at a coastal area in Barangay 21-C on February 25, 2023.

Baloran said it was recommended during the department heads meeting of the city government of Davao on Monday that the fire site will be temporarily fenced and the victims will not yet be allowed to return.

“Kay lisod kung dili makural, halimbawa, kung i-allow na sila na mubalik katong mga house owners gyud dapat ang mubutang. Kay kung i-allow na dayon imbes na 1,000 houses lang diha estimate halimbawa basin mahimong 3,000 ang mutindog na diha. Kung pabalikon man galing na sila katong proper owners mao lang ang i-allow na mubalik,” he said.

He assured that the fire victims will receive help, however, must undergo an evaluation to avoid duplication.

“Ang dapat makadawat, makadawat gyud. Basin unya magdoble na pareho atong nabayran na pero wala pa gihapon mihawa unya karon bayaran na pud. Ang gibayad sa ilaha mao nato ang bayad sa ilang gipuy-an. Mao na ang isa sa ginatan-aw karon,” he said.
