
City Disaster and Risk Reduction Management Office chief Alfredo Baloran reminded the Dabawenyos on Friday to follow the pre-emptive and forced evacuation ordinance following the shear line-driven bad weather condition n Davao City.
Baloran said that he instructed the police during the rescue and evacuation operations on Thursday to assist the responders in picking up residents who refused to evacuate.
“Ang akong instruction sa mga police ug responders nga kung ang tanan magmagahi gyud ang police na ang mukuha sa ilaha ug dili na sila ipadala sa evacuation area ug didto na sa station. Ako sila gisultihan na i-assist ang mga responders kung muduol sila sa inyo kung adunay mga gahi kaau ug ulo kanang dili gyud magpa evacuate sila (police) na ang mukuha sa ila,” Baloran said over Davao City Disaster Radio (DCDR) on Friday.
Filed by First District Councilor Luna Maria Dominique Acosta in 2022, the ordinance is looking at penalizing residents who will not follow the pre-emptive evacuation system in times of calamities.
“Napirmahan nato ug na approve na sa City Council ug puwede na ipatuman. Mao na atong i-dissiminate sa mga barangay officials, tagaan nato sila ug kopya sa maong ordinansa para maipakita sa mga katawhan ug para ma-implement pud nila,” Baloran said.
Among the provisions of the ordinance is the implementation of a liquor ban during calamities.
It can be recalled that a mudslide in Purok 5, Km. 8 Apeque, Barangay Tigatto, Davao City Thursday evening claimed the life of an individual and injured two others while having a drinking session.
Buhangin Police Station reported that Ernesto Basites Pacinio died after he was buried alive when the wall of the house of another victim, Roel Olasiman, collapsed due to the flowing mud.
Olasiman and the other victim, Jose Jorame Delatore, sustained multiple wounds and were brought to the Southern Philippines Medical Center (SPMC).
It is also the goal of the ordinance to ensure the safety of the Dabawenyos, particularly those living near the riverbanks, of their safety during calamities such as flooding and fire incidents.
The ordinance imposes a penalty of P1,000 for the first offense; P3,000 for the second offense; and P5,000 for the third offense to those residents refusing to follow the pre-emptive evacuation system.
