City Council seeks to address concerns of subdivisions near poultry, piggery

Davao City Councilor Jesus Joseph Zozobrado III, chairperson of the Committee on Rules, Privileges, Laws, and Ordinances, on Tuesday said that there are some discussions that the City Council might be able to come up with a solution to solve the concern pertaining to subdivisions that are closely located in poultry farm or piggery.

Zozobrado said there are no policies about the agricultural and residential zones concerning the New Comprehensive Zoning Ordinance of the City, however, there are concerns about developments situated in most agricultural areas and near the residential zones.

Zozobrado said this is what is being deliberated by the City Planning and Development Office (CPDO) including the City Council in coming up with a solution considering that most of these areas that eyed to be developed are classified as agricultural and eyed to be reclassified to residential.

He also said that some have been reclassified already into residential but are closely located within the one-kilometer radius of an existing poultry farm.

Zozobrado cited the policy of the Department of Human Settlements and Urban Development (DHSUD) stating that any poultry or piggery (5,000 heads capacity) can only be allowed to put up or operate a piggery for as long as it is not below 1,000 meters radius from a community or a subdivision.

“I think there is logic to that reason kailangan natin i-consider din yung 1,000 km. radius. As I’ve said this is under study since that policy was crafted when piggeries and poultries were still conventional types. Ngayon, ang policy natin even in the city hindi na puwedeng magtayo ng poultries na conventional dapat yung may controlled temperature na to minimize the effects of the odor pollution,” he said during the Aprubado sa Konseho media briefer on Tuesday.
