Incident command system, mgt team for disaster response institutionalized

In a bid to create a structure that will govern responses and appropriate actions to safeguard, preserve, and protect lives, well-being, and health of the inhabitants of the city, as well as their properties and to minimize the adverse impact of hazards and related disasters, the City Government of Davao issued an order institutionalizing the Incident Command System (ICS) and constituting the Incident Management Team of Davao City.

The City Government on June 13, 2024, issued Executive Order 22 Series of 2024 or “An Order Institutionalizing the Incident Command System (ICS) and Constituting the Incident Management Team (IMT) of Davao City During Disaster Occurrences and Unplanned Events, Its Structure, Composition, Functions, Activation, and Interoperability with the Davao City Emergency Operations Center and Response Cluster”

Based on Section 1, the IMT of Davao City shall be named the Davao City All Hazard Incident Management Team (DCAHIMT) and shall be composed of various city offices including the Davao City Hall Disaster Action Team, Task Force Davao, Coast Guard Station Davao, Davao City Police Office, Bureau of Fire Protection- City Fire Office, and All Punong Barangays.

Section 2 provides for the composition of the Emergency Operations Center (EOC), Incident Management, and Response Cluster.

Section 3 provides for the EOC, IMT, and Response Cluster functions and responsibilities. Under this section, the EOC is defined as a facility equipped with personnel and resources that serve as the repository of information and the main hub of coordination. The EOC shall act as a link between the IMTs and Response Clusters.

Under the IMT, the functions of the Incident Commander, Command Staff, and General Staff are also provided.

The functions of the Response Clusters are also

provided. The clusters include the Education Cluster; Health Cluster; International Humanitarian Assistance Cluster; Logistics Cluster; Management of the Dead and Missing (MDM) Cluster; Protection Cluster; Early Recovery Cluster; Food and Non-Food Items Cluster; Search, Rescue, and Retrieval Cluster; Law and Order Cluster, Emergency Telecommunications Cluster; Camp Coordination and Camp Management Cluster (CCCM); and Shelter Cluster.

Section 4 provides for the activation procedures and the criteria that will be observed for activating the appropriate IMT.

Section 5 provides for the Interoperability with Emergency Operations and Response Cluster. It also provides for three elements of response: policy, coordination, and command and control, which are fundamental to make disaster response effective.

Section 6 provides for the training requirements and qualifications. It provides that all IMT members shall have completed the following ICS courses offered and conducted by the Office of the Civil Defense, as per order: Three-Day Basic ICS Training Course; Five-Day Integrated Planning Course; Five-Day ICS Position Courses; and Five-Day All-Hazards Incident Management Team Training Course

The Incident Commander shall select and organize the Command and General Staff to constitute the IMT based on the level of Knowledge of ICS based on the ICS courses completed and appropriate skills, experience, and expertise to handle similar incidents. CIO
