PRO 11 denies use of excessive force, maintains procedure as SOP

A defensive Police Regional Office (PRO) 11 stood by its actions in the early morning raid of properties of evangelist Apollo Quiboloy and five others who are the subject of warrants of arrest.

PRO 11 in a statement justified the actions taken by its personnel during the serving of the arrest warrants on Monday, which resulted in damage to properties, injuries, and apprehension of some members of KOJC.

PRO 11 stated that the service of warrants of arrest of Quiboloy and several other co-accused was carried out in accordance with valid warrants issued by several courts.

“The operation was conducted with the utmost consideration for safety and regularity, following strict protocols to minimize disruption and ensure the safety of the public,” it said.

PRO 11 bared that the decision to get several police officers involved in the service of several warrants of arrest was adopted to ensure safety and operational effectiveness taking into consideration the number of persons to be arrested and the areas where they were reasonably believed to be found.

PRO 11 explained that under established rules of engagement and operational procedures, its police personnel carry basic police equipment as part and mandated by police operational procedures such as but not limited to issued firearms, restraining devices, personal protective equipment, and other accessories required for a particular type of operation being conducted.

“We understand the concerns about the use of force. The police officers employed reasonable measures to restrain some individuals who were obstructing the service of arrest warrants. Despite resistance from supporters, our police officers remained composed and demonstrated maximum tolerance throughout the operation. Our primary objective is to maintain public trust and ensure that justice is served fairly and impartially,” it said.

Meanwhile, PRO 11 spokesperson Major Catherine dela Rey disclosed on Wednesday that the Criminal Investigation and Detection Group (CIDG) 11 is preparing to file criminal charges against six members of the Kingdom of Jesus Christ (KOJC) for obstruction of justice during the serving of warrants of arrest against Pastor Apollo Quiboloy and five others at the Glory Mountain in Brgy. Tamayong, Calinan District in Davao City early Monday.

The serving of the warrants of arrest against Quiboloy, Jackielyn Roy, Cresente Canada alias Enteng, Paulene Canada, Ingrid Canada and Sylvia Cemañes for anti-trafficking was conducted through the joint team of PRO 11, CIDG, and members of Special Action Force (SAF).

In a statement, PRO 11 said that in the course of the implementation of the said warrants of arrest, the supporters of Quiboloy obstructed the operating peace officers by attacking them with the use of deadly weapons resulting in the arrest of six persons and rescue of two minors, who are all residents of Purok 6. Barangay Tamayong, Calinan District, Davao City.

Confiscated during the apprehension were 17 pieces of bolos with scabbards and one improvised marble gun locally known as “jolen” gun.

The apprehended individuals were released while documents are being prepared for appropriate charges that will be filed through regular filing.
