
The heirs of Don Cesareo Villa Abrille led by Cesareo Villa Abrille Development Corp. president Carmelita Villa Abrille-Corpus, together with the Social Housing Finance Corporation (SHFC), turned over lot titles to 26 recipients during an awarding ceremony held at the Regency Inn on Thursday.
Residents of the Maralitang Naninirahan at Nagkakaisa sa Manggahan Homeowners Association (MANA-NAMA HOA), Inc. Phase 2 at Purok 20, Calachuchi, Brgy. 76-A, Don Cesario Villa Abrille Village, Bucana, Davao City cannot hide their emotions as they waited for a long time to receive their lot titles due to the complexity of the procedure.
According to the Villa Abrille family, the property, under the MANA-NAMA Inc. Phase 2, owned by the heirs of Don Cesareo Villa Abrille, was taken out on January 5, 2007 by SHFC. An initial 50% payment was received by the heirs of Don Cesareo Villa Abrille on May 9, 2008, through by then Housing and Urban Development Coordinating Council (HUDCC) Chair former vice-president Noli de Castro at the Philippine Womens College of Davao wherein a full payment was awarded to the heirs of Don Cesareo Villa-Abrille.
On August 16, 2008 at LOHOA Covered Court, Bucana, Brgy. 76, A, Davao City, some petitioners claimed that the land is a public land and expressed that they won’t give their share for the processing expenses for the land titles. But MANA-NAMA Inc. Phase 2 tried to convince them to follow the process and to pay their obligations or shares for the processing expenses, which was shouldered by the association as indicated in the Memorandum of Agreement (MOA) with the heirs of Don Cesareo Villa Abrille.
It was on January 29, 2019, that it entered into the expressway lane for lots processing, and on February 06, 2019, the registration of the land with the Register of Deeds (ROD) for lot splitting started.
In 2021, lot titles were individualized after two years and in 2022, the original Certificate of Titles from Social Housing Finance Corporation (SHFC) were requested in Manila for the fully paid individuals, wherein 28 of the titles will be released to respective homeowners on July 18, 2024.
Nancy Camporedondo, manager for Bucana Estate of the Villa Abrille family, said the occupants will be assisted under the Community Mortgage Program (CMP), which is a mortgage financing program of the Social Housing Finance Corporation (SHFC).
“Nag negotiate na ang mga tao na ila na lang paliton through CMP ug kaning MANA-NAMA Phase 2 isa sila sa homeowners nga naay Memorandum of Agreement (MOA) with the heirs of Villa Abrille nga ibaligyaay sa maong yuta nga ilang gilun-an ug ang magbayad niini kay ang CMP, sila bayaran nila ang heirs sa Villa-Abrille,” Camporedondo said.
Bucana is 68 hectares from the original title of the family’s grandfather and later transferred to Don Cesario Villa Abrille.
“Buotan kaayo ni nga family. The late Atty. Villa Abrille dili na gusto magpahawa ug mga tao sa kung kinsa tung naa dinha,” Camporendondo told the media.
Currently, the title received by each recipient is under the name of MANA-NAMA, and each recipient can transfer the name of the title to his/her name when she paid the total amount.
“Karon na stage pagbuak-buak na ni sa titulo, until kung ma fully paid puwede na pud mag execute ug Deed of Sale ang MANA-NAMA in favor na katong mga tagtungod na gyud nga giawardan. Muagi gihapon ni ug proseso. Sa pagsulod sa Registry of Deeds pangalan na nila ang mu-appear,” Camporedondo explained.
The recipient of the title will pay for 25 years at a very affordable price and this is based on RA 7279 or the “Urban Development and Housing Act of 1992,” which is designed for the landless in urban poor areas.
Meanwhile, Romana T. Bajelot, president of MANA-NAMA HOA, Inc., expressed her thanks to the heirs of Don Cesareo Villa Abrille.
“Ang mga tao dinha before muingon gyud na public land. Miagi pa mi ug kapait, sakit sa ulo, niagi pa ug away para lang ma-prove na legit ang title sa Villa Abrille. Apan wala ko miundang kay kabalo ko Villa Abrille ang tag iya. Para sa mga heirs sa Villa Abrille labi na kay Atty. Nonoy Villa Abrille, salamat kaayo sir, on behalf sa association dako kaayo ko ug pasalamat kay gitagaan mi nila ug chance nga dili nami mamahimong squatter,” Bajelot said in an interview.
