New LTO 11 director vows to impose crackdown vs unregistered vehicles

Newly-installed Regional Director of Land Transportation Office (LTO 11) lawyer Ernesto Raphael Robillo on Wednesday vowed to strictly impose the crackdown against unregistered vehicles plying the roads of Davao Region.

“What we intend to do is to see to it na itong mga sasakyan na tumatakbo sa ating mga kalsada are only those roadworthy and duly registered at the same time as much as possible kung puwede nating gawin lahat rehistrado. Doon muna natin tirahin yung pagpapababa ng numero ng unregistered vehicles na tumatakbo sa ating mga kalsada to help in decongesting the number of vehicles that are plying our roads,” Robillo said during the Davao Peace and Security Press Corps media briefing at The Royal Mandaya Hotel.

Robillo said that 60% to 70% of vehicles running in Davao Region are unregistered and majority of them are motorcycles.

Robillo said LTO 11 recently issued deputation orders to the Philippine National Police (PNP), local government units (LGUs), and the Coast Guard to intensify random inspection at the checkpoints to help apprehend and lessen the number of unregistered vehicles in the region.

“Kasi sila yung ating inaasahan pati yung sa aming hanay para mag conduct nitong random checkpoints and through these checkpoints doon natin ma-apprehend itong mga sasakyan. Yung 1,187 apprehensions are unregistered, majority are motorcyles. They did not necessarily do any violations sa kalsada pero meron tayong random checkpoints at tinitingnan natin yung kanilang registration. Ganon din sa mga four-wheel vehicles, we will also do that,” Robillo said.

Another approach to decrease the number of unregistered vehicles, Robillo said LTO 11 is going to embark with the Land Transportation Franchising and Regulatory Board 11 (LTFRB 11) for joint inspection operations.

“I’ll give this opportunity for the fleet owners and companies paki check na rin yung inyong mga sasakyan dahil bibisita kami sa inyong mga yarda at kasama ito sa titingnan namin kung ilan yung sasakyan nila, mga bus, mga truck or mga taxi na tumatakbo kahit hindi pa na rehistro. Or minsan doble, kumbaga isang rehistro ang ginagamit, dalawa o tatlo, I don’t know how true, ang tumatakbo,” he said.

Robillo also called on all the stakeholders as well as private motor vehicle owners and companies particularly those who have fleets to work together to ensure that all their vehicles are registered.

“I will do everything that I can to help you out also but you have to do your part in making sure that all your vehicles are registered, no duplication of vehicles are being used in our public roads and to see to it na maganda ang condition ang lahat ng sasakyan para maiwasan ang mga disgrasya and unnecessary loss of life due to road accidents,” he said.

Meanwhile, LTO 11 Law Enforcement Service head Yuri Lim reported that in 2024, there were a total of 58,111 apprehension cases that were handled by the agency. Topping the list of violations in Davao Region is seat belt violation with a total of 9,291. Next is the violation of wearing of helmet with a total of 8,673, followed by axle overloading, anti-distracted driving act (ADDA), and anti-drunk and drugged driving act of 2013.
