The Davao Consumer Movement (DCM) revealed that consumers in Davao del Norte and Davao de Oro are embracing a “new era” following the passage of House Bill 11072. The bill, which seeks to expand the coverage area of Davao Light and Power Company, Inc. (Davao Light)—currently served by a power cooperative—became law by default at midnight on April 6, 2025.

This development occurred after President Ferdinand Marcos, Jr. refrained from signing the law approved by Congress and the Senate. The law permits the expansion of Davao Light into the franchise area currently served by the Northern Davao Electric Cooperative (Nordeco).

According to DCM, the new law will create opportunities for residents in Tagum City, the Island Garden City of Samal, and the municipalities of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod in Davao del Norte, as well as the municipalities of Laak, Mabini, Maco, Maragusan, Mawab, Monkayo, Montevista, Nabunturan, New Bataan, and Pantukan in Davao de Oro. These areas will soon be served by Davao Light.

Currently, these municipalities and cities are under Nordeco’s service.

“DCM has always believed that stable, reliable, and affordable power will enable businesses to operate seamlessly and explore new growth opportunities. An improved power situation will also enhance the quality of life for residents of Davao del Norte and Davao de Oro,” said Ryan Amper, DCM Convenor.

However, Amper acknowledged that the transition will take time. The group is calling on Nordeco to work collaboratively, respectfully, and constructively with Davao Light.

“We hope that Nordeco will prioritize the consumers during this transition. Cooperation among all parties is crucial to ensure a smooth and swift handover,” he added.

Meanwhile, Fermin Edillon, Reputation Enhancement Manager of Davao Light, told Edge Davao that Davao Light has yet to receive official communication from the Office of the President or concerned government agencies.
“In the meantime, we are focused on providing reliable and affordable electricity to all areas we serve,” said Edillon.
