Davao Light to conform to franchise expansion regulatory processes

The Davao Light and Power Company (Davao Light) on Monday pledged its commitment to conform to regulatory procedures in line with its franchise expansion following the passage of House Bill 11072, which is now Republic Act (RA) 12144.

RA 12144 is an act expanding the franchise area of Davao Light in Davao del Norte and Davao de Oro that took effect on April 6, 2025.

The House Bill 11072, which seeks to expand the coverage area of Davao Light—currently served by the Northern Davao Electric Cooperative (Nordeco)-became law by default at midnight on April 6, 2025 after President Ferdinand Marcos, Jr. refrained from signing the law approved by Congress and the Senate.

Under the new law, Tagum City, the Island Garden City of Samal, and the municipalities of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod in Davao del Norte, as well as the municipalities of Laak, Mabini, Maco, Maragusan, Mawab, Monkayo, Montevista, Nabunturan, New Bataan, and Pantukan in Davao de Oro will soon be served by Davao Light.

“Davao Light recognizes that legal and regulatory procedures will require more time to take its due course. We undertake to respect and align with these processes and their timelines. In the interim, our primary focus remains on ensuring the continued delivery of reliable and quality service to our existing customers within our current franchise area,” Davao Light said in a statement.

The electric utility company underscored that it is dedicated to transparent communication and maintaining the standards they expect throughout this period.

Meanwhile, the Davao Consumer Movement (DCM) said that consumers in Davao del Norte and Davao de Oro are embracing a “new era” following the passage of the said bill.

“DCM have always believed – a stable, reliable, and affordable power will allow businesses to operate smoothly and allow them to tap new growth opportunities. The improved power situation will also improve the quality of life of the residents of Davao del Norte and Davao de Oro,” said Ryan Amper, convenor of DCM.
