Mindanao Development Authority (MinDA) Chair Secretary Leo Tereso Magno has expressed strong support for Hydrogène de France (HDF) Energy’s commitment to expanding its green hydrogen initiatives beyond power generation, now extending into clean energy solutions for the transportation sector—particularly in Mindanao.
HDF Energy, a global leader in large-scale green hydrogen infrastructure and high-power fuel cell technology, has been at the forefront of advancing sustainable energy solutions.
“We envision a better-connected, more resilient Mindanao. HDF’s plan to develop green hydrogen infrastructure not only for renewable energy generation but also for maritime and rail transport aligns strategically with MinDA’s broader agenda of Building a Better Mindanao,” Magno stated.
In a significant step toward this vision, HDF recently signed a Memorandum of Understanding (MoU) with the Department of Transportation (DOTr) of the Philippines in a ceremony witnessed by MinDA.
Held in Manila, the MoU was signed by Transportation Secretary Vince Dizon and Mathieu Geze, President and Director of HDF Energy Philippines and CEO of HDF APAC. Representing MinDA at the event was Deputy Executive Director Assistant Secretary Romeo Montenegro.
Also present at the signing ceremony were French Ambassador Marie Fontanel and Laurent Saint-Martin, France’s Minister for Foreign Trade, underscoring the strong international collaboration behind the initiative.
According to MinDA, this strategic partnership aims to accelerate the deployment of HDF’s renewstable hydrogen power plants across the country. These power plants are designed to provide stable, renewable electricity to public grids while simultaneously producing green hydrogen to decarbonize heavy transport sectors, particularly maritime and rail.
HDF’s commitment to sustainable energy in the Philippines traces back to May 2023, when the company signed an agreement with MinDA, distributor Zamboanga del Sur II Electric Cooperative, the OLTAMA (Olutanga, Talusan, and Mabuhay) Development Alliance, and the city government of Pagadian. This agreement marked the establishment of the Olutanga Hydrogen Renewable Power Plant, HDF’s first project in the country.
Initially set to provide energy to Olutanga Island in southern Mindanao, the municipalities of Olutanga, Talusan, and Mabuhay—situated in Zamboanga Sibugay province—will serve as pilot areas for the innovative green hydrogen power plant.
