An official of the Office of the Civil Defense 11 (OCD 11) reported on Wednesday that the Intertropical Convergence Zone (ITCZ), which started on May 18, 2025, left one casualty and caused major flooding in some areas in Davao Region.

OCD 11 Director Ednar Dayanghirang said that Davao City, Panabo City in Davao del Norte, and Davao Occidental were severely affected by the ITCZ.

“Tulo ka local government units ang apektado, ang Davao City, Davao Occidental, and Davao del Norte,” Dayanghirang said during the Davao Peace and Security Peace Corps media briefing at The Royal Mandaya Hotel.

Based on the report of the National Disaster Risk Reduction and Management Council (NDRRMC) issued on May 20, 2025, landslide and flooding incidents were recorded in Don Marcelino, Malita, and Jose Abad Santos (JAS) in Davao Occidental due to ITCZ on May 18.

Dayanghirang reported that a 68-year-old male senior citizen was confirmed dead due to a river drowning in Brgy. Lapuan, Don Marcelino, Davao Occidental.

On May 19, flooding occurred in various areas in Davao City due to hours of moderate to heavy rainfall.

The OCD 11 disclosed that barangays Tibungco, Sasa, Alfonso Angliongto, and Bunawan Proper experienced above-ankle to below-knee level flooding.

Dayanghirang said that most of the flooding experienced in Davao City were due to an overflowing drainage system, wherein 35 families or 93 persons were affected in Brgy. Bunawan Proper.

According to NDRRMC, in Davao Occidental, a total of nine road sections, two bridges, and a total of three municipalities were affected.

“Ang kasagaran damage, kalsada ug tulay tungod sa baha sa sapa sa maong lugar nga rason sa pagkaguba sa kalsada ug tulay,” Dayanghirang said.

Dayanghirang said the Luayon Bridge in JAS was also damaged.

“So naghimo ug alternate route ang DPWH, together with the provincial government, while the bridge is undergoing repair,” he said.

The OCD 11 conducts continuous monitoring of the affected areas and coordinates with the Municipal Disaster Risk Reduction and Management Office (MDRRMOs) for situation updates.

Meanwhile, the Department of Public Works and Highways (DPWH) conducts clearing operations on impassable roads and monitoring concerning the affected infrastructures.
