Lawyer Leslie Respicio, representing Barangay Atan-awe chairman Ruel Ansal, on Thursday filed a complaint before the Commission on Elections 11 (Comelec 11) District 3 against a local candidate for alleged vote buying.

Based on the complaint, the incident happened on Tuesday morning, May 6, in Purok 7, Barangay Atan-awe, Toril District, Davao City.

“Allegedly nag vote buying siya sa Toril. Nakita sa private complainant nga naga distribute ug envelop nga naay kuwarta. Naa sad sa details of the complaint,” Respicio told the media.

Respicio did not identify the said local candidate as according to her she is not authorized to disclose the identity of the said candidate as it may preempt the investigation of Comelec.

She said the identity of the subject can be seen in the copy of the complaint.

According to Comelec, most vote-buying and vote-selling cases are related to cash distribution, financial assistance, and giving away goods.

In February this year, the Comelec said it will impose stricter measures to curb vote-buying and vote-selling and prevent the abuse of state resources (ASR) for the May 2025 elections as it relaunched the committee mandated to address vote-buying and vote-selling.

Comelec defined ASR as the misuse of government resources, whether material, human, coercive, regulatory, budgetary, media-related, or legislative, for electoral advantage.
