DCitizens ID implementation to prioritize elders, PWDs

Councilor Bonz Andre Militar, chair of the City Council’s Committee on Information, Communications, and Technology, announced on Tuesday that senior citizens and persons with disabilities (PWDs) will be the priority groups for obtaining the Dabawenyo Unified Citizen Identification Card (DCitizen ID) during its implementation.

Militar stated that senior citizens and PWDs may begin registering in September or October of this year.

Proposed by Militar and approved on its third and final reading, the DCitizen ID aims to simplify residents’ interactions with local government services by providing a single, centralized ID for various transactions.

According to Militar, in the first phase of registration, the city aims to enroll approximately 20,000 PWDs and 160,000 senior citizens in Davao City.

“A week ago nagmeeting mi with the City Mayor’s Office for the update of the DCitizen ID, naa mi karon sa stage na naa nami sa purchasing sa mga items, pagdevelop sa system. Magstart ang registration for Phase 1, which is unahon ang senior citizens and PWDs since sila ang gadawat ug subsidy sa city government of Davao. Start sa registration sa Phase 1 sa PWD and senior citizens this coming September and October,” Militar said during the Aprubado sa Konsehomedia forum.

Militar added that funding for this project will be included in the city’s next supplementary budget, which is expected to be approved before the 20th City Council adjourns on June 30.

He emphasized that all Dabawenyos in Davao City, including short-term residents such as students, will be eligible for the ID at no cost.

Militar also highlighted that Davao City is the third city in the country to implement this ID system, following Makati City and Quezon City.

“Tanang taga Davao tagaan na ug bag-ong ID which is in the Philippines duha pa lang ang naay ingon ana ug pangtulo ang Davao City. But as the commitee on information and technology tan awon pa nako kung unsay pwuede pa idungag sa DCitizen ID,” he said.

The DCitizen ID will provide a single access point to all city government e-portals, eliminating the need to visit different offices for various services.

“Wala ko nagstick lang sa ID. We have additional features, the unified server or centralized server for all the government agencies which is puwede nila gamiton ang ilahang ID for like muadto siya sa isa ka agency, ang among gibuhat is gi-connect namo tanang government agencies para isa na lang ug mugawas na tanang requirements. You only need to present the ID,” Militar explained.
