Davao City Second District Rep. Omar Vincent Duterte filed House Bill 4081, which seeks to establish a centralized labor information system under the Department of Labor and Employment (DOLE).
Duterte stated the measure, which is pending referral to the appropriate House committee, mandates DOLE to establish a national database of employees, labor unions, and employment prospects.
He also said that it aims to link job seekers with employers, track compliance with labor laws and benefits, and provide real-time monitoring of employment rates.
Currently, DOLE manages various digital systems; however, these operate in isolation and are not integrated.
The lawmaker cited the PhilJobNet, which acts as the government’s official job site, though it mostly focuses on job listings and employer searches.
He added that employers also use the Establishment Report System (ERS) to submit reports on retrenchments, closures, and other employment changes, while the agency’s Labor Market Information (LMI) system compiles statistics and studies on skills demand and supply.
Duterte also said that overseas employment data is coordinated with the Department of Migrant Workers, while separate bureaus handle their own records for informal and special worker programs.
He further remarked that the lack of integration across employment platforms creates a fragmented experience for users, who must register on different databases. Additionally, he said critical data, such as employer compliance and real-time updates, are not automatically linked.
Duterte emphasized that House Bill 4081 seeks to address these gaps by merging labor services into a single, secure, and transparent database.
He noted that the proposed system aims to enhance government services by making them more efficient and prioritizing the needs of workers.
“The proposed system would make government services more efficient and worker-centered, ensuring that employees, employers, and labor groups alike can access accurate and up-to-date information through one platform,” Duterte said.
