Davao City drug treatment center turns 22

Various stakeholders, residents, partners, and staff of the Davao City Treatment and Rehabilitation Center for Drug Dependents (DCTRCDD) joined the celebration of the center’s 22nd anniversary, which was held at Purok 7, Barangay Bago Oshiro, Manambulan-UP Road, Tugbok, Davao City, on October 30, 2025.

For 22 years, the center has provided holistic care to persons with substance use disorder, offering a structured in-house rehabilitation program that lasts a minimum of six months.

“Holistic meaning ang atoang pagtambal sa ilaha dili kadtong sa sakit nila no, kadtong persons with substance disorder, dili lang psychological dili lang mental, but also spiritual, physical and hopefully social — kana ang atong gusto nga mahitabo nga pag gawas nila they will have more options sa ilahang kinabuhi (Our approach in treating them is holistic — not just focused on their illness or on those with substance use disorders — it’s not only psychological or mental, but also spiritual, physical, and hopefully social. That’s what we want to achieve, so that when they complete the program, they will have more options and opportunities in life),” DCTRCDD Officer-in-Charge Dr. Michelle Schlosser told Madayaw Davao.

She added that after many years of operation, several former residents have testified to the effectiveness of the rehabilitation program in transforming their lives. Also, through determination and faith in God, they were able to free themselves from substance dependence.

Schlosser said that moving forward, they aim to open an outpatient center to help persons with substance use disorder continue their recovery even after reintegration into their communities.

She shared that they are now in the process of completing the necessary documents for the outpatient clinic’s operation, in partnership with the Department of Health. With the building already constructed, they hope to make the clinic operational soon.

“We are really hoping nga maka-take off na gyud siya as late as December or as early as next year na maka take-off na ang atong outpatient clinic kay mas mayo gyud nang nay continuity of care. Kani man gud sa in-patient, this is just six months. Ang pinaka-crucial is the intensive phase, which is the 18 months after-care monitoring — that is the most dangerous because ibalik nato sila sa ilahang comfort zone, ibalik nato sila sa lugar na naka-enganyo sa ilaha ug kadtong paggamit, so daghan silage pwede mabuhat sa gawas unlike here, it is a controlled environment (We are hoping that our outpatient clinic can finally take off as late as December or as early as next year because it’s better to have continuity of care. For the in-patient program, it only lasts six months. The most crucial part is the intensive phase — the 18-month aftercare monitoring — and that’s the most dangerous stage because we’re sending them back to their comfort zone, to the same places that influenced their substance use. Currently, the center houses 87 residents, with the oldest being 58 years old, and the youngest 14. The facility has a 100-bed capacity.

Schlosser said that admission to the center is offered at a very minimal fee.

Kadtong Category A (capable makabayad) Php10,000 per month; kadtong Category B (kadtong medyo capable but not so) Php 5,000; kadto medyo on the poverty line Php 2,500 per month; kadtong dili gyud kabayad, kadtong walay trabaho, walay pamilya, walay suporta — free of charge gyud sila. Ingon ana ka generous ang atong LGU (The payment is actually very minimal — in fact, the Davao LGU can proudly say it’s one of the lowest when it comes to rehabilitation fees. We have a categorization based on the social and financial status of our PSUDs (Persons with Substance Use Disorders). Those under Category A (financially capable) pay Php10,000 per month; Category B (somewhat capable but not fully) pay Php 5,000; those who are near the poverty line pay Php 2,500 per month; and those who truly cannot afford — no job, no family, no support — receive treatment completely free of charge. That’s how generous our LGU is),” she said.
