The Department of Social Welfare and Development (DSWD 11) and the Commission on Population and Development (CPD 11) have urged the Regional Development Council 11 (RDC 11) to support two key frameworks designed to strengthen social welfare delivery and maximize the population’s role in achieving inclusive growth in Davao Region.
The appeal was made during the fourth quarter meeting of the Social Development Committee 11 (SDC 11) held on October 27, 2025, where the Service Delivery Capacity Assessment (SDCA) and the Regional Population and Development Plan of Action (RPD-POA) 2023–2028 were formally presented.
The DSWD 11 emphasized that both frameworks aim to guide local governments and partner agencies in addressing gaps in social services, enhancing institutional capacities, and aligning programs that respond to changing demographic and socio-economic trends.
The DSWD added that the meeting, conducted in a hybrid format as a precautionary measure following the recent earthquakes in the Davao Region, highlighted the importance of building resilient and inclusive systems for social development.
It also marked the first meeting presided over by SDC 11 Chairperson-Elect and DSWD 11 Regional Director Rhuelo Aradanas for the 2025–2028 term.
During the meeting, Aradanas reaffirmed the DSWD’s commitment to collaborative governance, emphasizing that effective coordination among government agencies, local stakeholders, and communities is essential to realizing the goals of both frameworks.
He said the proposed initiatives, once adopted by RDC 11, are expected to serve as strategic tools in guiding regional planning and policymaking toward more equitable and people-centered development in Davao Region. By
