
The City Environment and Natural Resources Office (CENRO) is set to receive the largest allocation under Davao City’s proposed P881,074,646.71 Supplemental Budget No. 2 for 2025, which has already passed on second reading and is now up for final approval by the City Council.
The budget proposal, endorsed by the Council’s Committee on Finance, Ways and Means and Appropriations and authored by Councilor Danny Dayanghirang, covers the General Fund Proper, Development Fund, and Economic Enterprises.
Acting Mayor Sebastian “Baste” Duterte earlier transmitted the measure on November 20, stressing that the items identified are “urgently needed” to support priority programs across departments.
Of the total budget, the General Fund Proper accounts for P706.2 million, with CENRO receiving the biggest share at P407.93 million.
The allocation will fund major equipment purchases to enhance waste management and environmental services, including: 20 units of 10-wheeler garbage compactor trucks; three bulldozers, two hydraulic excavators; one three-wheeler cargo motorcycle; and additional environmental and sanitary service needs.
Following CENRO, the City Social Welfare and Development Office (CSWDO) is allotted P211.14 million for social preparation and the expansion of welfare programs.
The City Engineer’s Office gets P108.24 million for a wheel loader and several infrastructure projects.
Dayanghirang stated that the supplemental budget will be sourced from: P617 million from the city’s 2024 surplus, and P264 million from the reversion of current and prior years’ appropriations under the General Fund and Development Fund.
Dayanghirang presented that the proposed budget includes P83.69 million under the 20% Development Fund for social services, land improvements, and infrastructure, all aligned with DILG-DOF-DBM guidelines.
Under Economic Enterprises, P11.16 million is allocated for Agdao Public Market’s one-year GSIS building insurance against fire, lightning, and earthquake hazards.
Dayanghirang included the interfund transfer of P169.73 million from the Development Fund to the General Fund Proper will also support priority infrastructure and non-infrastructure projects.
