City Council schedules special sessions to approve urgent measures

The Davao City Council will hold special sessions on December 19, 22, and 23, 2025, to tackle urgent resolutions and ordinances ahead of year-end.

Key items on the agenda include a resolution from City Administrator Atty. Francis Mark Layug seeking the adoption of the Peace and Order and Public Safety (POPS) Plan for 2026 to 2028, and a proposed ordinance granting legislative authority for Fiscal Year 2025 Supplemental Budget No. 3 amounting to P187.324 million, covering the General Fund Proper and Economic Enterprises.

The supplemental budget ordinance is slated for second reading on December 22 and third and final reading on December 23.

Councilor Danny Dayanghirang, chair of the committee on finance, ways and means, and appropriations, said the measures are currently at the first reading stage, with a committee hearing scheduled to review the proposed allocations.

He explained that the council’s action aligns with an administrative order from Malacañang.

“What we approved is in support of the administrative order of Malacañang. We are now in the first reading, but we will conduct a committee hearing this afternoon, then on Monday we will approve it on the second and third reading,” Dayanghirang told the media.

He added that the delay was due to the late receipt of the circular from Malacañang and the declaration of holidays.

“For the sake of the employees, and upon the mayor’s order, we will release it on time. That is why we are doing overtime,” he noted.

Despite the tight schedule, Dayanghirang expressed confidence that the measures will be approved and released as planned, pointing out that city offices will remain operational on December 22, 23, and 26.
