
The Davao City Council has passed on Tuesday a resolution declaring zero tolerance policy against drunk driving, urging strict enforcement of Republic Act No. 10586, or the Anti-Drunk and Drugged Driving Act of 2013, and calling on establishments serving alcoholic beverages to promote responsible drinking.
Councilor Diosdado Angelo Mahipus Jr., who authored the resolution, stressed that public safety is a top priority.
“The safety of pedestrians, motorists, and the general public is paramount. Drunk driving is preventable, yet recent incidents in areas like Coastal Road, Catalunan Grande, Buhangin, and Quimpo Boulevard have cost lives, especially during late-night and early-morning hours,” Mahipus said.
The resolution calls on law enforcement agencies, including the City Transport and Traffic Management Office (CTTMO), the Philippine National Police Traffic Enforcement Unit (PNP-TEU), the Davao City Police Office (DCPO), and the Land Transportation Office (LTO), to strictly enforce mandatory alcohol and chemical testing, establish checkpoints in high-risk areas, and ensure the availability of breath analyzers and other testing equipment.
Mahipus also urged bars, restaurants, and other establishments serving alcohol to exercise social responsibility by promoting responsible drinking, discouraging intoxicated patrons from driving, and assisting in arranging safe alternative transportation when necessary.
“Preventing drunk driving is a whole-of-community effort. Establishments, authorities, and citizens all play a role in saving lives,” he added.
The resolution further requests government offices to prioritize funding, logistical support, and deployment of equipment to support enforcement, ensuring the effective implementation of RA 10586.
