The Davao Light and Power Co., Inc. (Davao Light) has called on the Northern Davao Electric Cooperative, Inc. (NORDECO) to support a peaceful and orderly transition of power distribution services in the Island Garden City of Samal (IGaCoS).
In a press statement issued March 9, Davao Light urged the management and board of NORDECO to refrain from spreading what it described as misleading information and instead cooperate in the transition mandated by Republic Act No. 12144.
“We urge them to respect the resolution of the Supreme Court and the orders of the RTC and the ERC, We encourage all residents to follow official announcements from Davao Light as we work with authorities to ensure a stable and orderly shift in services for the benefit of the community,” said Davao Light.
The company said the shift in power distribution follows its reaffirmed authority to operate as the sole electricity distributor in Samal.
In a statement released to consumers on March 6, 2026, Nordeco asserted that it still holds a valid authority to operate in Samal, noting that its congressional franchise remains effective until 2033.
The cooperative stressed that its operations on the island are safeguarded under Section 11, Article XII of the 1987 Constitution.
Meanwhile, Davao Light also appealed to certain individuals to stop circulating information that could confuse consumers and create unnecessary tension within the community.
According to the utility firm, its mandate to operate in IGaCoS is supported by several legal and regulatory developments, including RA 12144, which expanded the company’s franchise area.
The company added that the law’s constitutionality and validity were upheld through a unanimous decision by the Supreme Court.
Davao Light further cited a Writ of Possession issued by the Regional Trial Court covering all electric distribution assets in Samal.
It also pointed to the provisional Certificate of Public Convenience and Necessity granted by the Energy Regulatory Commission, allowing the company to begin providing electricity services in Davao del Norte, including Samal, and in Davao de Oro.
The firm also disclosed that it entered into an exclusive power supply agreement with Phil-Power Ventures effective February 25.
Under the agreement, all electricity generated by the company is contracted to Davao Light for distribution to households and businesses on the island.
Davao Light said it has a legal, technical, and moral obligation to provide reliable and cost-effective electricity services to Samal residents, citing its more than 70 years of experience serving communities in its franchise areas.
The company also encouraged residents to rely on official announcements from Davao Light as it coordinates with authorities to ensure a stable and orderly transition of power services for the benefit of the community.
