Davao Region targets P346B investment pipeline for 2028

Davao Region is lining up P346.02 billion worth of investments for 2028, with infrastructure and social development projects accounting for the bulk of the region’s proposed spending.

The Regional Development Council 11 (RDC 11) approved the FY 2028 Annual Investment Program (AIP), covering 4,568 programs and projects (PAPs) proposed by 47 national government agencies (NGAs) and state universities and colleges (SUCs).

The investment program was approved during the RDC 11’s third-quarter regular full council meeting on September 10, 2026.

Infrastructure development received the largest allocation at P190.58 billion, equivalent to 55% of the region’s total FY 2028 investment target.

According to DepDev 11, the allocation reflects the continued emphasis on infrastructure as a driver of regional connectivity, mobility and economic activity, with major public investments expected to support businesses, communities and economic centers across Davao Region.

Social development followed with P137.51 billion, or 40% of the total investment target.
Meanwhile, development administration accounted for P9.97 billion, or 3%, while economic development received P7.77 billion, representing 2% of the proposed investment portfolio.

By geographic coverage, regionwide projects account for approximately P100 billion, or 29% of the total investment target. These cover 856 PAPs to be implemented across the Davao Region.

Among the provinces and highly urbanized city, Davao del Norte posted the largest province-specific investment target at P82.61 billion.

It was followed by Davao City with P57.21 billion, Davao de Oro with P42.50 billion, and Davao Oriental with P33.11 billion.

Davao del Sur accounts for 6% of the total investment target, while Davao Occidental represents 3%.

The FY 2028 AIP provides the regional framework for identifying and prioritizing government programs and projects that are proposed for funding in the national budget cycle.

DepDev 11 stressed that the scale of the proposed investment pipeline highlights the significant role of government spending in shaping the region’s infrastructure capacity and supporting economic and social development in the coming years.

DepDev 11 added that the approved AIP will be part of the region’s inputs to the national government’s budget and investment programming process for FY 2028.
