A MALE assistant alien control officer who figured in a police complaint for allegedly berating and physically abusing a lady subordinate employee was ordered relieved of his position by Immigration bureau chief Ronaldo P. Ledesma.
Recalled to his mother unit in Personnel Order RPL No. 2011-1065 is Eduardo C. Arcilla, immigration officer 3.
Febie Sator, confidential agent of the Bureau of Immigration in Davao and a granddaughter of former Davao del Norte congressman Baltazar Sator, complained that Arcilla, in a sudden fit of anger, berated and manhandled while she was getting a document inside the office of the agency in the city.
She said that in the afternoon of January 5, she went inside the BI Davao District Office along JP Laurel Avenue to secure a copy of the personal rating form for employees, when Arcilla rushed toward her and slapped her right shoulder without warning.
The respondent also allegedly cursed her in full view of other employees, angrily demanding who ordered her to get the document.
Arcilla allegedly dragged her to his office and while inside gave her a tongue-lashing.
Claiming she both scared and embarrassed by the sudden outburst of Arcilla, Sator reported the incident to the police and the barangay.
Sator was also advised to seek help from the Gabriela Party-list and the gender equality office of the city government.
In the personnel order, Commissioner Ledesma also told Arcilla to report to Danilo C. Almeda, chief of the Alien Registration Division, for further instructions and assignment of duties.
Commissioner Ledesma likewise issued a personnel order to Alnazib A. Decampong, immigration officer, designating him immigration supervisor of the Davao International Airport, effective immediately. In the designation, Ledesma told Decampong to report Atty. Antonette Mangrobang, achief chief of the Airport Operations Divisio, for further instruction.
