Davao City Vice Mayor Rodrigo Duterte has issued to local police a shoot-to-kill order against carnappers who resist arrest.
In a command conference at the Grand Men Seng Hotel May 30, the vice mayor directed the police to “hunt down” those responsible for nine carnapping incidents in the city from last January to the present, the most recent of which involved a Toyota Grandia Van along Jacinto St. which was reported missing the morning of May 30.
