TYPHOON AID Davao City allots P10M for 5 ‘Usman’-ravaged areas

The government of Davao City allocated a total of P10 million for financial and food assistance to local government units struck by Typhoon Usman.

The measure was approved on Thursday by the City Council during a special session requested by  City Mayor Sara Duterte-Carpio.

The beneficiary provinces are Albay, Oriental Mindoro, Camarines Norte, Camarines Sur and Sorsogon. They will each receive P1 million worth of financial assistance.

In addition, a total of P5 million worth of food and relief assistance will be shared by the provinces of Albay, Sorsogon and Camarines Sur; as these provinces are reported to have the most number of families affected by the typhoon.

According to Councilor Diosdado Mahipus Sr.,  vice-chairperson of the committee on finance, ways and means and appropriations, the ordinance authorizes the city mayor to utilize the portion of the 30-percent Quick Response Fund (QRF) worth P130.8 million.

The Disaster Risk Reduction and Management Fund (Calamity Fund) of the city government for 2019 is worth P436 million.

“In terms of the relief and food assistance to the three most affected areas, the office of the Mayor will be given a standing resolution authority to realign the allocation to other affected provinces,” Mahipus said in an interview right after the session.

Under the Local Government Code of 1991, as amended by Republic Act No. 7610, local government units are authorized to allocate their financial resources to calamity affected areas, with the approval of their respective  local legislative council

As of thia writing, the National Disaster Risk Reduction and Management Council (NDRRMC) recorded a death  toll of 122, most of them in the Bicol region due to landslides caused by heavy rains in this area.
