The three-year administration of Davao del Norte governor Rodolfo del Rosario has spent nearly a billion pesos worth of investments in all the barangays of the province
In his state of the province address (SOPA) last week before the Sangguniang Panlalawigan, Del Rosario said his administration spent P976.25 million in all the cities and municipalities.
The amount sums up the cost of programs, projects and related activities undertaken in all the barangays in pursuit of the RDR WHEELS – a wide-ranging development agenda which the governor pursued upon his return in 2007.
The programs, infrastructure projects, logistical and technical support extended to the LGUs also pursued the governors’ Project NOBLE (No Barangay Left Behind), a resource allocation mechanism that ensures every barangay a fair share of the provincial budget.
Project NOBLE originally promised P1 million per barangay that will be spread out during Del Rosario’ s 3-year term.
However, after the consolidation of all the programs, projects and undertakings provided by the province, it turned out that each barangay received an average of more than P3 million.
Del Rosario said the breakdown of the total investment includes those that have been implemented, are being implemented and those whose implementation will be finished this year as per the following:
Asuncion municipality — P83,461,845.00; Kapalong – P89,487,424.97; San Isidro – P44,803,014.81; New Corella – P94,389,086.15; Talaingod – P17,039,718.19; Tagum City – P75,143,968.20; Carmen – P190,980,815.86; B.E. Dujali – P79,207,777.71; Sto.. Tomas — P81,486,388.02; Island Garden City of Samal — P102,406,055.14), and Panabo City — P117,387,565.55.
Talaingod’s share excluded the P2-B mega highway connecting Davao del Norte and the province of Bukidnon .
The jampacked SP session hall burst into applause each time the governor cited the summary cost for each LGU during his 42-minute speech.
He compared the RDR WHEELS agenda, which outlines the forward-looking strategy to further enhance Davao del Norte’s prosperity to the wheels of a plane that is prepared to take off.
The RDR-WHEELS, he said, is ready to soar high.
His agenda has provided the springboard for the next level, saying the fruit of the RDR WHEELS include the establishment of physical structures and Vital utilities and facilities, institutionalization of reforms in governance, sustainability of survival and security programs, among others.
These interventions have fortified the social and moral fiber of the Dabaonons.
“We are prepared to chart novel spheres. Like a plane taking off, we are ready to go a notch higher, Del Rosario said, referring to the next three years of his term, owing to his being unopposed as he seeks reelection in the May elections. [Noel Baguio]
