Davao del Norte Governor Rodolfo P. del Rosario is set to deliver his fourth state of the province address (SOPA) on March 21, 2011 at the Legislative Hall, during the 10th regular session of the Sangguniang Panlalawigan.
The session will be presided over by Vice Governor Victorio Suaybaguio, Jr., a long-time political ally of the governor.
Hundreds of local government officials and employees, officials and representatives of national government agencies, non-government organizations and other sectoral leaders will witness the affair, where the governor is expected to reveal some of his strategies in intensifying his human-centered development agenda P.E.O.P.L.E this year.
The approach stands for: People empowerment, Education, Optimum health and social services, Public-private-partnership, Link to the world, and Employment and livelihood opportunities.
The agenda takes off from the very successful nine-point strategy RDR WHEELS program and Project NOBLE (No Barangay Left Behid) implemented by del Rosario during his previous term.
Del Rosario’s administration suffered a major setback with the recent death of his provincial administrator, Rufo Peligro.
But, the governor said life must go on, as he intends to beef up the implementation of his pro-people development approach, in trying to truly uplift the living condition of his constituents.
Peligro was credited as being “very instrumental in the implementation of various programs and projects of the province” during the past administrations of the governor.
