DavNor SP unveils paperless session, public safety code

The Sangguniang Panlalawigan of Davao del Norte marked two major milestones in its excellent legislative performance, with the launch of its paperless session and signing of its public safety code.
Governor Rodolfo P. del Rosario graced the SP’s 34th Regular Session of the SP on September 10, 2012, as the Provincial Board started off its electronic legislative sessions.
The governor also signed the Public Safety and Security Code of Davao del Norte during the landmark plenary.
He lauded the Provincial Board, under the leadership of Vice Gov. Victorio R. Suaybaguio, Jr. “for this great feat in the history of effective local legislation.”
“This is a very good way to promote the reduction in the use of paper for no less than our local lawmakers themselves are practicing it,” he said, as he hoped the respective city, municipal and barangay councils to also follow suit.
Del Rosario also tagged the local public safety code as a blueprint for the protection of life and property of the Dabaonons.
According to him, the 44-page ordinance authored by Board Member Antonio Lagunzad “aimed at reaching and giving protection to every ordinary Juan in the streets of Davao del Norte.”
With the use of 10.1” dual core ThinkPad tablets, the legislative department now does away with voluminous printed documents required during the plenary proceedings, which consume a considerable amount of time and resources to prepare.
Suaybaguio bared the SP has become more environment-friendly and cost efficient, since reproduction cost of bulky papers have been significantly cut down.
According to him, the paperless system allows the board members to access agenda items and minutes during each regular SP session through the tablet PC.
Copies of ordinances and resolutions passed could also be easily retrieved using computers, local network, digital imaging, and the likes, instead of reproducing hard copies.
