For 2014 DPWH 11 begins complying with environmental laws

The Department of Public Works and Highways 11 has started to conduct Environmental Impact Assessment (EIA) for next year’s projects in compliance with environmental laws.
DPWH regional director Mariano Alquiza said the compliance is based on Department of Environment and Natural Resources Administrative Order No. 30, series of 2003, which provides the Implementing Rules and Regulations (IRR) of Presidential Decree No. 1586 or Philippine Environmental Impact Assessment Law.
Alquiza said this activity is a requisite ib the application for Environmental Compliance Certificates (ECCs) or Certificates of Non Coverage (CNCs), and other pertinent permits for DPWH infrastructure projects.
PD 1586 requires all project proponents to secure ECC/ CNCs for programs/projects considered as Environmental Critical Projects (ECPs) or projects within Environmental Critical Areas (ECAs) prior to project implementation.
In a memorandum issued by Public Works Secretary Rogelio L. Singson, all Regional/Bureau/ Service/PMO directors and district engineers are directed to strictly follow the law, secure all the necessary permits/certificates (e.g. ECC/CNC, tree cutting permit, disposal site permits, etc.) for all projects prior to implementation. This is in order to avoid further imposition of penalties from the DENR and court cases for non-compliance with PD 1586 and other by-laws and environmental regulations.
Alquiza said as an initial activity, all planning engineers of District Engineering Offices and EIA-RO staffs were gathered for a meeting in July 2012 with DENR-Environmental Management Bureau (EMB) staff in order to acquaint themselves with the latest procedures and processes for securing ECCs and CNCs.
To consummate compliance with the order, copies of issued ECCs/ CNCs for all projects in the region will be provided to the Environmental and Social Services Office (ESSO) of Planning Service in the Department. [ASA]
