The City Council on Tuesday has approved on third and final reading an ordinance that would pave the way for the establishment of a bulk water treatment facility of the Apo Agua Infrastructura, Inc. in Baguio district’s Barangay Gumalang.
“I would like to thank the City Council for making this historic move that would provide potable water in the second district,” said proponent Councilor Rene Elias c. Lopez in extending his gratitude to his fellow councilors for the approval of the ordinance. The ordinance was co-sponsored by Councilor Danilo C. Dayanghirang.
The ordinance is entitled “A Resolution To Enact An Ordinance Granting The Application Of The Apo Agua Infrastructura Inc. Represented By Cirilio C. Almario, Autorized Representative, In His Request For Additional Allowable Use Of A Certain Parcel Of Land With A Total Area Of Eighty Five Thousand Two Hundred Fifty Eight (85,258) Square Meters More Or Less Or Lot 5207, OCT No. P-2150, In Accordance With The Pertinent Provision Of The Davao City Comprehensive Zoning Ordinance Of 2013 For The Establishment Of A Water Treatment Facility Located At Barangay Gumalang Baguio District, Davao City.”
The water treatment facility upon construction is projected to provide potable water for the second district and would on the other hand provide breathing space for the Dumoy aquifers.
Those who voted affirmatively for the ordinance included Councilors Nilo M. Abellera Jr., Maria Belen S. Acosta , Victorio U. Advincula Jr., Bernard E. Al-ag, AlRyan S. Alejandre, Dante L. Apostol Sr., Conrado C. Baluran, Joanne M. Bonguyan-Quilos, Cherry Ann M. Bonguyan, Pilar C. Braga, Danilo C. Dayanghirang, April Marie Dayap, Jimmy G. Dureza, Edgar P. Ibuyan, Rene Elias c. Lopez, Diosdado Angelo A. Mahipus Sr., Avegayle Dalodo-Ortiz, J. Melchor B. Quitain, Marissa P. Salvador Abella, Councilor Bai Halila Sudagar, Villafuerte, Jesus Joseph P. Zozobrado III voted for the approval of the ordinance. The council session was chaired by Councilor Bonifacio Militar in the absence of Vice-Mayor Paulo Duterte.
Lopez also credited Councilor Dayanghirang for the passage of the ordinance. “May I also point out that the passage of the ordinance was because of the inspiring eloquent and passionate plea of Councilor Dayanghirang which practically moved all the hearts and all the minds of these councilors,” said Lopez.
In approving the ordinance, the City Council said the applicant (Apo Agua Infrastructura) has complied with all necessary requirements and documents.
It added the project will create a major impact in the socio-economic, environmental and educational development of the city and its people.
