DTI bats for E-governance

The information officer of the Department of Trade and Industry in the region has pushed for e-governance to improve transparency in offices and to eradicate corruption following the South Korean module.

Jenny Mendoza Information Officer III and Knowledge Management Regional Coordinator made the pitch following a week-long training in South Korea.

She said South Korea has been practicing e-governance for the past 30 years.

She added that the DTI is already implementing IT based initiative and improving a delivery of services.

“DTI-XI has always been keen about integrating information technology in its processes. Right now, we are finalizing our IT-based performance monitoring system and e-library,” said Mendoza.

According to Mendoza, the IT-based performance monitoring system of DTI-XI doesn’t only aim to keep track of all personnel’s performance, but also to readily identify their strengths and weaknesses so that necessary and appropriate interventions will be made.

This is in response to the desire of DTI to be accredited in the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Mgt (PRIME-HRM) Level III. As of now, they still in level II.

She said that based on her experience in South Korea, e-governance can help improve the delivery of social and development services.

Manpower is trimmed down. All that is  needed is  a sizeable investment to integrate IT in all government processes.

“I am personally amazed with how fast the country implements innovation; from procurement processes to provision of social services to its clients,”said Mendoza

According to Mendoza in South Korea, there are no face to face transactions and everything is done online, payment was done over their mobile phones.

“DTI-XI’s IT-based performance monitoring system is targeted to be done by December then implementation and adoption will be done early next year. Just want to clarify that this e-governance initiative is just by and for DTI-XI,” she said.

Mendoza said DTI are also implementing communication tracking system before the end of 2017. This will help them to speed up further the documentation of incoming and outgoing communications of DTI-XI. Tracking and tracing of documents, including our Regional Director’s instructions, will become easier and training was through the initiative of USEP-Mindanao Center for Policy Studies.
