All of Department of Public Works and Highways (DPWH) projects implemented in Davao City from 2020 to 2022 were fully implemented, constructed, and officially certified as completed, according to First District Representative Paolo “Pulong” Duterte.
In a statement issued Friday, Duterte said the projects valued at around P49 billion have been subjected to transparency measures, including the public release of a consolidated list covering the three-year period.
He said the records are backed by DPWH certifications and completion reports.
“These projects were implemented, constructed, and officially certified as completed by the DPWH,” Duterte said.
He also stressed that documentation is available for verification.
The lawmaker issued the clarification amid renewed scrutiny and media reports citing alleged “leaked” budget documents that purportedly link certain legislators and officials to DPWH project requests in previous budget cycles.
Duterte also urged media organizations to focus on verifiable outcomes, particularly by comparing appropriated funds with projects actually implemented on the ground, as flood control projects face heightened public scrutiny nationwide.
“If the media truly intends to uncover the truth behind the flood control project anomalies, it should stop chasing recycled allegations and instead scrutinize where the trillions of pesos in flood control funds actually went,” Duterte said pointing to areas outside Davao City.
He emphasized that accountability should be based on facts and official certifications rather than lists of proposed or alleged projects.
“Facts, certifications, and completed projects speak louder than leaked lists and selective narratives,” he added.
Flood control projects have drawn public attention following reports of large allocations in recent national budgets, raising questions on implementation and project quality.
Duterte maintained that, for Davao City, official records clearly show that DPWH-funded projects from 2020 to 2022 were carried out and completed.
He reiterated that transparency efforts will continue and that DPWH documentation remains accessible for public review.
“Ayaw namo ug tan-aw ug layo mga taga Luzon nga media kay naa ra sa tugkaran ninyo ang korupsiyon,” Duterte said.
