Councilor Danny Dayanghirang, chair of the Committee on Finance, Ways and Means, will be filing an ordinance aimed at protecting delivery riders in Davao City.

Dayanghirang explained on Tuesday that the measure targets two types of riders: those delivering food and those delivering goods.

He noted that food riders often face challenges due to traffic delays, resulting in customers refusing to pay or scolding riders for late deliveries.

“Ang problema sa food deliveries, sometimes pag-abot dili na mabayran sa customers, ug kasab-an pa gyud ang rider. This is not only happening here in Davao but also in other key cities,” Dayanghirang said.

He also raised concerns over scams where customers place orders, then become difficult to locate upon delivery, sometimes forcing riders to pay out of their own pocket.

Dayanghirang said the ordinance will penalize such abuses and hold accountable those involved in scams.

For riders delivering items, Dayanghirang cited cases where the recipient opens the package, dislikes it, and then blames or scolds the rider.

“We need to ensure that riders are not unfairly penalized for issues beyond their control,” he added.

The councilor said the proposed measure would also examine issues related to deductions and taxes imposed on riders, ensuring their rights and welfare are protected.

“This ordinance is about protecting our delivery riders from abuse, scams, and unjust treatment while ensuring fairness in the delivery process,” Dayanghirang said.
