OVP’s Libreng Sakay tops 3 million riders, expands reach nationwide

The Office of the Vice President (OVP) announced its Libreng Sakay program has surpassed three million passengers nationwide, underscoring the initiative’s growing role in easing the daily commute of Filipinos through free and reliable transport services.

Launched on August 3, 2022, the program served more than 1.03 million commuters from January to December 2025 alone, operating across key routes in Luzon, Visayas, and Mindanao.

OVP stated that the areas covered include Metro Manila, Naic in Cavite, Cebu, Bacolod, Tacloban, and Davao.

The OVP currently deploys nine buses strategically assigned to high-demand locations to maximize reach and efficiency.

In addition to regular operations, Libreng Sakay has been mobilized during natural disasters and major transport disruptions, providing much-needed mobility to workers, students, and other vulnerable groups when public transportation is limited or unavailable.

With the program crossing the three-million-passenger milestone, the OVP said it remains committed to people-centered initiatives that offer timely, practical assistance and reflect a compassionate approach to public service.

In Davao City, OVP’s Libreng Sakay program is part of a nationwide initiative to provide free bus rides and ease transportation costs for commuters.

The program was rolled out with routes aimed at addressing daily commuting challenges. It initially served areas such as Lasang, Toril, and Calinan, linking these districts to Roxas Avenue in the city center.

Bus operations are usually scheduled during peak hours, from around 5 to 9 a.m. and 5 to 9 p.m., catering mainly to workers, students, and other daily commuters.

To respond to demand, the OVP later adjusted the routes to include high-traffic areas such as Cabantian–Roxas Avenue, with stops at locations including Indangan City Mall, Toril District Hall, and the Calinan Shell gas station.

Buses also make stops along Roxas Avenue near Ateneo de Davao University.

The OVP said the Libreng Sakay program in Davao City continues to provide accessible and reliable transport, helping reduce the burden on commuters during busy travel hours.
