Duterte bloc seeks release of infra probe reports, questions ICI transparency

Duterte bloc lawmakers have filed a resolution urging the Office of the President (OP) and the Independent Commission for Infrastructure (ICI) to release its accomplishment reports, raising concerns over transparency as the commission nears the end of its operations.

The resolution was introduced by Representatives Harold James Duterte, Omar Vincent Duterte, Paolo Duterte, and Isidro Ungab, citing the lack of publicly available reports despite a legal requirement under Executive Order No. 94.

“As the operations of the ICI are winding down, we are essentially in the dark as to what has been discovered and what happens next,” the lawmakers said in the resolution.

The measure recalled that on September 24, 2025, the House of Representatives suspended proceedings of the infrastructure committee and turned over all documents to the ICI for investigation. However, to date, none of the commission’s reports have been made public.

Under Section 8 of EO 94, the ICI is mandated to submit monthly reports to the Office of the President and publish its accomplishments and other relevant documents. While the commission has reportedly submitted its 125-day report and is finalizing its final accomplishment report, lawmakers noted that these have yet to be disclosed to the public.

“Despite the legal requirement to publish, the ICI has not released any of its accomplishments or other relevant reports,” the resolution stated.

The lawmakers also questioned the independence of the commission, noting that its findings are subject to approval by the Office of the President.

“This begs the question: how independent can this commission be if it is under the direct control and supervision of the President?” they said.

The resolution further pointed out that President Ferdinand Marcos Jr. had previously vowed that high-profile personalities involved in irregularities would be held accountable. However, as the ICI concludes its work, the lawmakers noted that no major arrests have been reported.

“Not only are there no ‘big wigs’ in jail, the final report is now with the President for approval,” the resolution read.

The Duterte bloc expressed hope that, at the very least, the ICI would release the report it has already submitted to Malacañang, emphasizing the need for accountability and public access to information.
