Former President Gloria Macapagal Arroyo highlighted Vice President Sara Duterte’s recent declaration to run for president in 2028, describing the announcement as significant for both the political landscape and Philippine democracy.

Arroyo made the remarks during her visit at the OVP Pop-Up Exhibit EXTRA+Ordinary and coffee table book signing for First in Line at Ayala Malls Abreeza on Saturday.

The event was led by Duterte and attended by business leaders, government officials, and members of the public.

In her speech, Arroyo said Duterte’s pronouncement that she will seek the presidency in 2028 invites broader public reflection and engagement.

“Such announcements are always significant not only for the individual concerned but for our democracy,” Arroyo said.

She noted that history shows the vice presidency has often served as a pathway to the country’s highest office.

Arroyo pointed out that six Philippine vice presidents eventually rose to the presidency: Sergio Osmeña, Elpidio Quirino, Carlos P. Garcia, Diosdado Macapagal, Joseph Estrada, and herself.

The former president said Duterte’s announcement also comes at a time when constitutional processes are underway, including impeachment proceedings in Congress.

“There also came at a time when constitutional processes are unfolding, including impeachment hearings,” Arroyo said, recalling that she herself faced impeachment complaints during her presidency.

“I myself went through impeachment proceedings four times,” she added.

Arroyo emphasized that such mechanisms are part of the country’s constitutional system and should not be treated as personal attacks or political spectacle.

“In the rule of law, such mechanisms should neither be personal nor political theater,” she said.

She also cited the statement of House Speaker Bodjie Dy, who said the hearings on impeachment complaints would be handled fairly as Congress remains under public scrutiny.

“The eyes of Filipinos are upon us in Congress,” Arroyo said.

She also urged lawmakers to approach the process with fairness and responsibility.

“I urge my fellow congressmen to do so in the spirit described by Speaker Dy,” she added.
