The Vices Regulations Unit (VRU) has reported a significant enforcement drive during the first quarter of 2026, apprehending 2,008 individuals for violating the city’s strict Anti-Smoking Ordinance.
VRU Head Jacy Jay Francia reported that the first three months of the year have seen aggressive monitoring across the city, resulting in substantial penalties for those who disregarded local laws. Francia said between January and March 2026, the unit recorded 2,008 apprehensions for anti-smoking violations.
Additionally, he said VRU collected a total of P2,818,500 in fines covering both anti-smoking and liquor ban violations.
The city currently imposes a fine of P3,000 for both anti-smoking and liquor ban violations.
For business establishments caught selling liquor or cigarettes to minors, a higher penalty of P5,000 is imposed for the first offense.
Since its inception in 2002, the Anti-Smoking Ordinance has prohibited smoking and vaping in all public spaces, including enclosed areas and public transportation as part of the city government of Davao’s intensified campaign to maintain public health and order.
Francia emphasized that the unit remains committed to upholding the city’s ordinances, including the Anti-Smoking Ordinance, the Sobriety Ordinance, and the Liquor Code.
“Sa kanunay ang Vices Regulations Unit nagapahimangno sa publiko sa pag-sunod kanunay sa Anti-Smoking Ordinance ug sa atoang Sobriety Ordinance ug Liquor Code,” Francia said.
He reiterated the importance of public compliance to avoid stiff penalties.
He added that the VRU continues to conduct regular inspections to ensure that both residents and business establishments remain compliant with these long-standing public safety regulations.
