The Philippine Drug Enforcement Agency Regional Office 11 (PDEA 11) has intensified its campaign for safe and drug-free travel with the launch of “Oplan Byaheng Ayos: Semana Santa and Summer Vacation 2026” in Davao City on Wednesday.
PDEA 11 spearheaded the operation in coordination with the Land Transportation Office (LTO 11), headed by Ernesto Rafael V. Robillo, and the Land Transportation Franchising and Regulatory Board (LTFRB 11) led by Nonito A. Llanos III.
As part of the initiative, joint teams conducted surprise random drug testing on around 130 bus and van drivers at the Davao City Overland Transport Terminal in Ecoland and the Gaisano Mall Transport Terminal in Bajada.
PDEA 11 Assistant Regional Director Christy Silvan said the operation aims to ensure that public utility drivers remain drug-free and physically fit to safely transport passengers amid the expected surge of travelers during the Holy Week and summer vacation period.
“Safe drivers mean safe journeys. Oplan Byaheng Ayos ensures that every passenger arrives home safely,” she emphasized.
To support the campaign, personnel from PDEA 11’s Preventive Education and Community Involvement Section (PECIS), along with its Gender and Development (GAD) focal person, were deployed to provide counseling and health-related interventions for drivers who may test positive.
Drivers who yield positive results upon confirmatory testing will have their licenses confiscated by LTO 11 and will be required to undergo rehabilitation programs, including health awareness sessions, counseling, moral recovery, values formation, and life skills development through their respective Anti-Drug Abuse Councils before reinstatement.
PDEA 11 also conducted a similar operation on March 31 at the Tagum City Overland Transport Terminal, further strengthening efforts to promote safe and drug-free travel across the region.
The initiative is anchored on Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, and Republic Act No. 10856, also known as the Anti-Drunk and Drugged Driving Act of 2013, both aimed at preventing road accidents caused by drivers under the influence of illegal drugs.
Through “Oplan Byaheng Ayos,” PDEA 11 reaffirmed its commitment to safeguarding commuters and ensuring a secure travel environment during one of the busiest travel seasons of the year.
