The Office of Civil Defense 11 (OCD 11) is spearheading a coordinated multi-agency response after flooding hit several barangays in Davao City on the evening of May 18, 2026, affecting 1,469 individuals amid moderate to heavy rains brought by the Intertropical Convergence Zone (ITCZ) and Easterlies.
In its initial report released on May 19, 2026, the OCD 11 said the weather disturbance triggered flooding in Barangays Matina Pangi, Matina Crossing, Buhangin, and Talomo at around 7:45 p.m., prompting immediate evacuation and emergency operations across affected communities.
The affected families and individuals were accommodated in 16 evacuation centers, while authorities confirmed one fatality linked to the incident. A 21-year-old gasoline station attendant died after he was reportedly electrocuted and swept away by floodwaters in New San Isidro, Barangay Buhangin.
A bridge in Purok 2, Barangay Callawa, Davao City, also collapsed due to the strong surge of floodwaters caused by heavy rainfall.
The OCD 11, together with the Regional Disaster Risk Reduction and Management Council 11 (RDRRMC 11), said it has intensified inter-agency coordination to ensure swift response, continuous monitoring, and immediate assistance to affected residents.
The OCD 11 reported that it has maintained close coordination with the Davao City Disaster Risk Reduction and Management Office (CDRRMO) for real-time monitoring of affected families and continuous dissemination of weather advisories through digital platforms and communication channels.
As part of the response, the Department of Public Works and Highways 11 (DPWH 11) activated its Disaster and Incident Management Teams across affected districts, deploying manpower and heavy equipment for clearing operations in flood- and landslide-hit areas. The agency also installed warning signs and continued monitoring of national roads and bridges to ensure safe passage.
The Department of Social Welfare and Development 11 (DSWD 11), in coordination with the City Social Welfare and Development Office (CSWDO), facilitated the delivery of prepositioned food and non-food relief assistance to displaced families.
On the ground, the Davao City Disaster Risk Reduction and Management Office led evacuation and response efforts, working alongside Barangay Disaster Risk Reduction and Management Committees (BDRRMCs), the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG).
Authorities also intensified public information efforts, issuing emergency alerts and warnings via social media, Viber, and radio broadcasts, while providing hot meals and essential aid to evacuees in various centers.
