Davao City is taking steps toward becoming a more technology-driven local government as the City Council explores the potential integration of artificial intelligence (AI) and robotics into governance, public safety, education, and other public services.
During the City Council’s regular session on Tuesday, Philippine-made robots developed by East West International Educational Specialists Inc. (EWEIS) were presented to councilors.
The robots demonstrated their capabilities through dance performances and interactive engagements, showcasing the growing potential of AI and robotics technology in various sectors.
Councilor Bonz Andre Militar, chairperson of the Committee on Information Technology, said the city government is studying how emerging technologies can help strengthen Davao City’s technological infrastructure and improve service delivery.
“As chairperson of the Committee on Information Technology, our vision is to integrate artificial intelligence and robotics into the city’s systems to help create a safer, smarter, and more efficient Davao City,” Militar said.
One of the areas being considered for technological innovation is disaster response and public safety.
Militar said specialized search-and-rescue microbots could potentially be deployed during emergencies such as fires, earthquakes, and landslides to help locate trapped individuals in areas that may be difficult or dangerous for human responders to access.
“These technologies can help save lives by allowing responders to quickly locate victims in hazardous environments. AI-powered robotics can become a valuable partner in disaster response operations,” he said.
The councilor also cited the potential use of AI-assisted public safety systems, including facial recognition technology and robotic platforms that could support authorities in locating missing persons and enhancing law enforcement operations, subject to applicable laws and regulations.
In addition, Militar said the Davao City Task Force may eventually benefit from emerging technologies such as AI-powered drones, intelligent scanners, and specialized security robots designed to strengthen public safety efforts.
“Our goal is to provide law enforcement and security agencies with modern tools that can help maintain peace and order while improving operational efficiency,” he added.
Beyond public safety, Militar said AI could also be utilized to improve the delivery of government services and support tourism initiatives.
He said AI-powered digital assistants may be deployed at government information desks to guide residents through application and processing requirements, helping reduce waiting times and streamline transactions.
Interactive AI-powered robots could also be installed in public parks and government facilities to provide visitors with information on local attractions, city history, directions, and government services in English, Filipino, and Bisaya.
“We want technology to make government services more accessible and citizen-friendly. AI assistants can help residents obtain information quickly and conveniently,” Militar said.
The initiative also extends to education, with plans to establish AI laboratories and specialized learning programs in institutions such as the City College of Davao (CCD).
According to Militar, these programs aim to equip students with the skills needed to thrive in an increasingly digital and technology-driven economy.
“Preparing our students for the future means exposing them to emerging technologies today. AI education and robotics training can open new opportunities for our young people,” he said.
In the healthcare sector, Militar said AI-based tools are also being explored as a means of providing preliminary health information and improving public access to healthcare resources.
He emphasized that the adoption of AI and robotics represents a long-term investment in innovation that could improve the quality of life of Dabawenyos while helping position Davao City as a leader in smart city development in the Philippines.
“Technology should serve the people. Through responsible and strategic implementation of AI and robotics, we can build a more resilient, innovative, and progressive Davao City,” Militar said.
