Torrential rains enhanced by Typhoon Kiyapo and the southwest monsoon (habagat) unleashed severe flash floods across several parts of Davao City on Friday night, July 24, 2026, destroying homes, displacing dozens of families, and triggering large-scale rescue operations after the Talomo River overflowed.
Several houses in Barangay Talomo were completely destroyed when floodwaters surged past 7 p.m., while parts of Bangkal were submerged, with floodwaters rising above head level and trapping residents inside their homes.
Other low-lying communities in Tugbok District were also inundated as continuous heavy rains in the city’s upland areas caused the Talomo River to swell.
Personnel from the Coast Guard District Southeastern Mindanao (CGDSEM) joined rescue teams in evacuating residents stranded by the rapidly rising floodwaters.
Among the most dramatic rescues was that of siblings Lyndon Piamonte, 15, and Enchang Piamonte, 13, of Purok 6, Carmelite, Tugbok Proper.
Their house was swept away by floodwaters, separating them from their father.
The two children clung to a small tree for nearly three hours before Coast Guard rescuers reached them.
Their father was rescued shortly afterward, and the family has since taken shelter with relatives in Graceland, Los Amigos.
According to the CGDSEM, 72 families were evacuated to the Lourdes Evacuation Center in Central Park as authorities rushed to move residents away from danger zones.
Many flood victims fled with nothing but the clothes they were wearing after their belongings were either washed away or severely damaged.
Several affected families are now appealing for food, clean drinking water, clothing, and other basic necessities as they begin recovering from the disaster.
The City Disaster Risk Reduction and Management Office (CDRRMO), together with other emergency responders, also launched clearing and relief operations in flooded communities.
As of 12:40 a.m., the CDRRMO said emergency and disaster response teams continued evacuation operations in flood-affected areas, including Los Amigos, Matina, Bangkal, and Talomo Proper, where the Talomo River overflowed.
Temporary evacuation centers were activated, with personnel from the City Social Welfare and Development Office (CSWDO), City Health Office (CHO), CDRRMO, City Mayor’s Office (CMO), and Barangay Disaster Risk Reduction and Management Councils (BDRRMCs) deployed to provide food, medical assistance, and other essential services. Hot meals were also distributed to displaced residents.
Although floodwaters had begun to recede in some areas early Saturday, city authorities urged the public to remain vigilant, monitor official advisories, and immediately report emergencies through the city’s 911 hotline as intermittent rains continue to threaten flood-prone communities.
As of this writing, authorities are continuing to assess the full extent of the damage while monitoring weather conditions as the southwest monsoon continues to bring rain over parts of Davao City.
