NBI subpoenas VP Sara’s former information officer

The National Bureau of Investigation (NBI) has subpoenaed Jeffrey M. Tupas, a former information officer of Vice President Sara Duterte, in connection with an ongoing investigation into alleged violations of the Anti-Plunder Act, Anti-Graft and Corrupt Practices Act, and Anti-Money Laundering Act.

The subpoena, signed by NBI Director Melvin Matibag on September 28, 2026, directed Tupas to appear before the Office of the Director at the NBI’s office in Pasay City on Thursday, October 1.

Issued as a Subpoena Ad Testificandum, the order requires Tupas to give evidence and provide relevant information to the bureau in relation to the investigation.

The subpoena cited Republic Act No. 10867, or the National Bureau of Investigation Reorganization and Modernization Act, as the legal authority for the order.

It specifically stated that Tupas was being called to provide relevant information regarding an NBI investigation into alleged violations of Republic Act No. 7080, or the Anti-Plunder Act, as amended; Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act; and Republic Act No. 9160, or the Anti-Money Laundering Act of 2001.

“Fail not, under the penalty of the law,” the subpoena stated.

The document did not provide details on the specific allegations being examined by the NBI or identify the particular acts allegedly committed by Tupas.

Tupas previously served as an information officer associated with Duterte during her tenure as mayor of Davao City and later as vice president.
