With much of Davao City these days experiencing heavy flooding due to the onset of the rainy season, the Sangguniang Panglungsod (City Council) conduct a thorough review of various drainage systems in the city’s subdivisions.
Councilor Bernie Al-ag said that during a meeting with members of the Council, Vice-Mayor Rodrigo Duterte directed the body to come up with a review of these subdivisions’ drainage plans and their subsequent implementation of same.
“The developers will present the drainage plans for our approval.We will review their existing drainage system and compare it with the original plans they have submitted,” Al-ag stated.
Al-ag, chair of the Council sub-committee on housing and subdivision development (medium-end projects), said he received numerous complaints regarding flooding and drainage problems, particularly in areas that in the past were flood-free.
He said the culprit is in the non-implementation of the drainage plans.
The review will also touch on the monitoring capability of the city engineer’s office (CEO) which he said lacks the manpower to check on the developers.
Al-ag said they will talk about additional manpower and refine the policies of the CEO on how to better monitor the developers.
The review will be conducted during the 3rd Quarter of the year until October and will start with flood-prone subdivisions. “If these subdivisions are found to have violated the rules they will receive the appropriate penalties,“ Al-ag said.
He added that they will go after developers who were remiss in their duties. However, if the subdivision was constructed by a fly-by-night developer, Al-ag said the city government will carry the burden of solving the drainage problem. [PIA 11]
