PAGCOR revenues dip 5% in 2025 following POGO ban

The Philippine Amusement and Gaming Corporation (PAGCOR) reported a 5.09% decline in revenues in 2025 after the government banned Philippine offshore gaming operators (POGOs). Total revenues fell to P106.03 billion, down from P111.72 billion in 2024, the agency said in a statement.

Offshore gaming had contributed nearly P3 billion to PAGCOR’s revenue in 2024 but was no longer part of its revenue base after President Ferdinand Marcos Jr. declared all POGOs illegal in 2025, following his 2024 State of the Nation Address.

The decline was also influenced by softer earnings from land-based casinos. PAGCOR-operated casinos saw revenues drop 18.12% to P10.38 billion, while licensed casinos posted a 4.93% decrease to P1.44 billion year-on-year.

“Revenue declines from land-based casinos reflect a gradual shift in player behavior, with more customers turning to digital and online gaming platforms,” said PAGCOR Chairman and CEO Alejandro Tengco.

In contrast, digital gaming continued to grow. Revenues from eBingo, eGames, and Bingo grantees rose 9.3% to P53.33 billion, accounting for over half of PAGCOR’s total 2025 revenues.

As part of its mandate, PAGCOR remitted P45.19 billion to the national treasury in 2025 and allocated P12.77 billion to fund socio-civic programs, including initiatives under the Office of the President.
