DSWD, LGU inaugurate P1.5-M farm-to-market road in Manay

The Department of Social Welfare and Development (DSWD) and the local government unit in Manay, Davao Oriental recently inaugurated the 1.2-kilometer road improvement sub-project, a farm-to-market road with a total cost of P1.586 million in Barangay Zaragoza.
OIC mayor Antero Manolo Dayanghirang said the road repair project was implemented by Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), a community-driven development (CDD) project of DSWD.
He said KALAHI-CIDSS implementation must be continued as it has triggered government to shift to a more effective and convenient system involving all stakeholders. The municipal council and the process must also be continued because this has helped government address the need for all its branches to work together.
Dayanghirang, who was the former mayor of the municipality, said the government has slowly changed its measures in serving the people.
The implementation of the “counterparting” scheme has allowed KALAHI-CIDSS to become an effective government project, he said.
Barangay Zaragosa was granted with the road improvement sub-project where the amount of P1.234 million came as KALAHI-CIDSS grant, while the municipal government contributed about P185,000. The remainder was shouldered by the barangay.
Dayanghirang said the KALAHI-CIDSS project of the Philippine government aims to empower communities through their enhanced participation in local governance and poverty alleviation projects.
The project started in Manay in February 2006 and the municipality succeeded implementing three project cycles with a total cost of about P15.3 million.
At present, the municipality is implementing KALAHI-CIDSS Makamasang Tugon, a modality that harmonizes the CDD mechanism of KALAHI-CIDSS with that of the municipal government’s local planning process.
Based on the data, 12 barangays in Davao Oriental were prioritized this year with the most popular sub-projects being road improvement, day care center, health station, potable water system and classroom building. [PNA]
